The big difference between the Bar-Code and RFID is that bar codes are line-of-sight technology. That is, a scanner has to "see" the bar code to read it, which means people usually have to orient the bar code toward a scanner for it to be read. One advantage of RFID is that the technology doesn't require line of sight. RFID tags can be read as long as they are within range of a reader.

Normally the best ROI between Bar-Code and RFID is based on volume / Value of the materials or goods that require tracking and management. Some examples are:

High Value items produced in High Volume – RFID provides best ROI
